Chan Chung Bun was born in Hong Kong in the late 1950s. His native region was Chaozhou. After graduating from secondary school in 1976, he worked at To Kwa Wan’s Kai Ngai Embroidery Factory as a clerk and a sewing trainee. On his holidays, he would work for additional shifts at his friends’ and foreman’s workshops, where he learnt procedures such as blinding and button holing. In 1979, he opened a factory with a capital of 2000 dollars and rented a site in Mei King Mansion - a residential building in To Kwa Wan (predecessor of Prospectful Garment Factory)- for manufacturing mainly travel bags and other gifts. Most of the factory area was used for cutting and packaging. There were only a few sewing machines and female workers. Chan outsourced production processes in order to capitalise on the productivity in nearby home-based workshops. In 1983, he switched to producing children's clothes and set up Prospectful Holdings Ltd. The company continued to outsource as before and expanded in scale. In 1985, it moved to a factory building in Kwun Tong and later bought out the site. He was elected district councillor of Kwun Tong in 1999, and then elected Chairman of Kwun Tong District Council from 2004.
